USTP: International Academic Visits for Linkage and Engagement

Introduction and Rationale

USTP key officials visited the Xiamen University of Technology (XMUT), Xiamen City and the Harbin University Science and Technology (HUST), Harbin City, in the People’s Republic of China last July 9-14, 2018.

It is the mandate of the university to provide advance education, higher technological, professional and advance instruction in mathematics, science, technology, engineering, agriculture, and advance research and extension work in human resource development in critical science and technology skills and competencies required for global competitiveness (Section 5. General Mandate, RA No. 10919)”. In addressing the competitiveness in the global arena, the USTP Strategic Plan envisions that by the year 2030, the University has attained “International Recognition as a Science and Technology University”.

Hence, the university embarks on strategies that will enhance the visibility of USTP in the international higher education landscape. One of these strategies is to forge international partnerships and collaborations with renowned universities abroad for engagement and faculty/student scholarships and exchanges as well as research collaboration. This has been made possible with the kind assistance of the City Government through the Trade and Investment Promotion Center of the City Government of Cagayan de Oro headed by Ms. Eileen E. San Juan with Ms. Imma Rae D. Gatuslao, together with the former President of the Misamis Oriental Filipino-Chinese Chamber of Commerce and Industry (MOFFCCCI), Mr. Greg Maten Lao.

Visit at Xiamen University of Technology

The team visited XMUT on July 10, 2018. The USTP officials were represented by Dr. Rosalito A. Quirino, OIC-President, USTP System, Dr. Ruth G. Cabahug, Chancellor, USTP CDO, Dr. Consorcio S. Namoco Jr., Vice Chancellor for Academic and Student Affairs, USTP CDO and Dr. Herbert Glenn P. Reyes, Executive Assistant to the President for External Affairs, USTP System.

They visited the laboratory facilities for designing and development of racing cars. The XMUT Student Racing Car Club designed racing cars and won several competitions in China and abroad. The team then visited the Engineering Experience and Culture Museum of XMUT. This museum exhibits the evolution of engineering devices and tools as well as the various wonders of engineering and technology. With this facility, students will be exposed early to this exciting fields and hence, will be motivated further to pursue this kind of disciplines.


One of the highlights of the visit was the MOU signing between USTP and XMUT. The XMUT officials present during the signing were Prof. Zhu Wenzhang, President of XMUT, Mr. Lin Hongwei (Kevin), Deputy Director of International Office, and Ms. Zhang Baijia (Rebecca) Coordinator, International Office. The scope of the Understanding are the following: Joint educational and research activities; Exchange of academic materials and publications; Exchange of faculty for research, lectures, seminars and discussions; Exchange of students for study and research; Promotion of other academic cooperation as mutually agreed. Academic areas include the fields of Architecture, Information Technology, Information and Data Science, Engineering and Technology, Mathematics and Sciences, English Language and Literature, Education and other spheres of mutual interest.

Engagement at Harbin University Science and Technology (HUST)

The team also visited the Harbin University Science and Technology (HUST), Harbin City on July 12, 2018. The visit started with an MOU signing between USTP and HUST. HUST officials present during the MOU signing were Prof. Fang Wenbin, HUST Vice President, Prof. Jiang Yufeng, Director of Department of International Cooperation and Exchanges, Prof. Jiang Yufeng, Deputy Director and Mr. Sun Jicai, program coordinator.

With this visit, it is part of the sister-cities partnership between the City Government of Cagayan de Oro and Harbin now bringing in USTP for this collaboration.

The cooperation between USTP and HUST also involves the following: joint educational and research activities, faculty development programs, exchange of academic materials and publications, exchange of faculty for research, lectures, seminars and discussions, exchange of students for study and research and promotion of other academic cooperation as mutually agreed.

In the afternoon, the team visited the HUST National Science Park wherein business incubation and startups from industry as well as students and faculty of the university are housed in this 21-storey building facility.

With this forging of partnerships, HUST has allotted a minimum of two (2) slots of full scholarships for USTP under the Chinese Government Scholarships. HUST is strong in Science and Engineering as well as in Mathematics program. They are inviting our Applied Mathematics Professors and Researchers to visit their university for possible research collaboration. HUST officials will also schedule a visit to USTP in Cagayan de Oro towards the end of this year or early next year to further implement and concretize the framework of the partnership and collaboration that has being agreed during this visit.

Courtesy Call at the Philippine Consulate General in Xiamen, China

Upon arrival at Xiamen City on July 9, 2018, the USTP officials had a visit and courtesy call to the Philippine Consulate General in Xiamen, China. The Consul General, Hon. Julius Caesar A. Flores, accommodated the visiting USTP officials. The visit ended with a sumptuous welcome dinner hosted by the honorable Consul General.

Upon arrival at Xiamen City on July 9, 2018, the USTP officials had a visit and courtesy call to the Philippine Consulate General in Xiamen, China. The Consul General, Hon. Julius Caesar A. Flores, accommodated the visiting USTP officials. The visit ended with a sumptuous welcome dinner hosted by the honorable Consul General.

Meeting with the Deputy Chief of Staff of Harbin Municipal People’s Government

The USTP team met the local officials of Harbin Municipal People’s Government, Mr. Li Chengzhi, Deputy Chief of Staff of Harbin Municipal People’s Government and Mr. Peter Cao, Vice Director-General of the Harbin Foreign & Overseas Chines Affairs Office. The USTP and CDO delegates were being introduced to the group by the USTP OIC-President, Dr. Quirino. In like manner, the City of Harbin was introduced to the USTP team by Mr. Li Chengzhi. It was highlighted in the discussions that the Cities of Cagayan de Oro and Harbin have a number of similarities and are sister-cities paving to stronger ties.
